Neighbourhood Plan

Plan adopted

Following a positive referendum result on the Compton Neighbourhood Plan, also known as the Compton Neighbourhood Development Plan (NDP), West Berkshire District Council has adopted the Compton NDP as part of its Development Plan for the purposes of managing devlopment in the parish of Compton.

Referendum

The referendum on the Compton NDP was held on 10 February 2022. The question asked at the referendum was:

Do you want West Berkshire District Council to use the neighbourhood plan for Compton to help it decide planning applications in the neighbourhood area?

From the votes recorded, 588 voted ‘Yes’ to the NDP, and 9 voted ‘No’. The turnout of electors was 48.9%.

The referendum was conducted in accordance with procedures similar to those used at local governnent elections.

In accordance with the Neighbourhood Planning (Referendum) Regulations 2012 (as amended), West Berkshire Council ]published an Information Statement [5Mb] which set out information relating to the referendum and also the following specified documents:

At the meeting of West Berkshire Council, held on 2nd December 2021, West Berkshire Council voted unanimously for the Compton Neighbourhood Development Plan (NDP) to proceed to referendum and, should there be a successful ‘yes’ vote at referendum, to adopt the Compton NDP immediately after the votes have been counted so that it becomes part of the development plan for West Berkshire.

West Berkshire Councillors who spoke at the meeting were very complementary of the plan and the huge amount of work that has gone into its creation.

Compton Parish Council would once again like to express its thanks to everyone that has been involved in the process of creating the NDP, and also to all the residents that have contributed by answering surveys and attending NDP events.

Independent examination

Andrew Mead has been appointed to carry out the independent examination of the Compton Neighbourhood Development Plan. The examiner is currently considering the NDP submission, along with the representations that were received during West Berkshire District Council’s consultation on the submitted plan (known as a Regulation 16 consultation).

The examiner issued a letter on 9th August 2021 requesting clarification on some matters from Compton Parish Council (CPC) and West Berkshire Council (WBC) to assist in the examination.

At their meeting on 7th October 2019, Compton Parish Council agreed to endorse the Interim Policy Statement regarding the Pirbright Site Issues and Policy Objectives. This document has been submitted to West Berkshire Council
