Information on speed limits & highways, EV charging points, local government reorganisation and changes to the planning decision procedures for the district council.

⚠️ Speed Limits & Highways Update

West Berkshire Council has shared its proposed layout for introducing a 20 mph speed limit in parts of Compton. The map shows where WBC is suggesting new 20 mph zones, along with a few areas where 30 mph limits would replace higher existing limits. Several changes that have previously been discussed locally are not included in the proposal, including extending the 30 mph limit towards East Ilsley past the pumping station.

WBC has recently updated its district‑wide policy on 20 mph schemes. Under the new approach, a scheme will only proceed where there is clear and significant support from residents. This means the Compton proposal will only move forward if strong community backing can be demonstrated.

To understand local opinion, the Parish Council will be carrying out a village‑wide survey. This will act as our formal consultation with residents and will allow people to comment both on WBC’s proposed layout and on any additional changes that may be needed. The results of the survey will determine whether WBC is able to take the proposal forward to a formal statutory consultation.

The survey will be advertised fully once it is ready to launch.

🔌 EV Charging Points

West Berkshire Council has informed us that it is pausing progress on the proposed EV‑charger installations at Shepherds Mount and Burrell Road while it reviews alternative locations within the village. WBC has indicated that it is now focusing on areas where residents do not have their own driveways and therefore cannot install chargers on their property.

The chargers would be owned and operated by Connected Kerb and installed using government‑provided funding. Earlier proposals indicated that chargers would be placed within existing parking areas and would not initially involve any changes to parking restrictions.

We will share further updates once WBC confirms its revised approach.

🏛️ Local Government Reorganisation

The government recently announced that West Berkshire would merge with South Oxfordshire District Council and Vale of White Horse District Council to form a new authority called Ridgeway Council, planned to take control in 2028. However, the government has since paused the reorganisation while it reviews the legal framework required to implement such changes. At present, no revised timetable has been issued, and existing councils continue to operate as normal.

📄 Changes to Planning Decision Procedures

National planning legislation is changing, and the way applications are referred to committee will soon be different. Under the current system, a District Councillor can request that an application is “called in” for committee consideration, and applications receiving ten or more objections are automatically sent to committee.

These arrangements will no longer apply once the new system is in place. Instead, the decision on whether an application should be considered by the Planning Committee will rest with a nominated officer and a nominated member of the district council. This change forms part of the government’s wider reforms to streamline the planning process and alter how local representations are taken into account.
