Civility and Respect Pledge

The council resolved to sign the Civility and Respect Pledge at its meeting on 7th November 2022. This is a project between NALC, SLCC and OVW to help councils show their zero tolerance for bullying, harassment and intimidation in local councils.

The Civility and Respect Pledge is a commitment by parish councils to promote a culture of kindness, professionalism, and mutual respect in all aspects of local governance. This pledge addresses concerns about bullying, harassment, and intimidation within the sector, ensuring that councillors, clerks, staff, and members of the public can engage in council activities without fear of abuse or mistreatment.

By signing the pledge, councils affirm their dedication to fostering a safe and supportive environment where everyone is treated with courtesy and respect. This includes taking a firm stance against unacceptable behaviour, whether in person, online, or through other forms of communication. The pledge also highlights the importance of constructive dialogue and collaboration, ensuring that scrutiny and accountability are conducted in a manner that upholds dignity and civility.

Through this initiative, parish councils aim to set a positive example, build trust within their communities, and create a foundation for effective and inclusive local governance.

The council resolved to sign the Civility and Respect Pledge at its meeting on 7th November 2022. By signing the Pledge, the council agrees that it will treat councillors, clerks, employees, members of the public, and representatives of partner organisations and volunteers with civility and respect in their roles, and that it:

  • has put in place a training programme for councillors and staff
  • has signed up to the Code of Conduct for councillors
  • has good governance arrangements in place including staff contracts and a Dignity at Work policy
  • will seek professional help at early stages should civility and respect issues arise
  • will commit to calling out bullying and harassment if and when it happens
  • will continue to learn from best practice in the sector and aspire to being a role model / champion council e.g., via Local Council Award Scheme
  • supports the continued lobbying for change in legislation to support the civility and respect, including sanctions for elected members where appropriate
