🏡 Planning Update
đź’§ Institute Site: Condition 30 – Foul Water
Compton Parish Council has submitted a formal response to West Berkshire Council on Condition 30, which relates to Foul Water for the new development at the former Institute for Animal Health site.
Given the long‑standing issues with groundwater infiltration, sewer surcharging and tankering in the village, the Council sought independent professional advice to ensure the submission is technically robust and reflects local experience. The response covers the current condition of the foul water network, analysis of Thames Water’s monitoring data, evidence from the 2024/25 high‑groundwater winter, and a review of the applicant’s technical documents.

🌳 Institute Site: Condition 9 – Footpath Access Through the Wildlife Area
The Council has also reviewed the application to discharge Condition 9, which relates to the layout of the wildlife area at the Institute site.
Although the applicant has now removed the word private from the footpath plan, the planning officer has confirmed that the route would not be an adopted public right of way, but instead a publicly accessible permissive path.
The Council will be maintaining its objection. A permissive route does not provide long-term legal protection, and, given the importance of this link for safe pedestrian access through the development, the Council considers it reasonable for the path to be secured as an adopted public footpath. This would ensure clarity over future responsibilities and guarantee that the route remains open, safe and usable in the long term.
đź“„ Institute Site: Reserved Matters Application
The Council has agreed that the reserved matters application for the Institute site will be referred to its planning consultants once received, ensuring a fully informed and technically sound response. It is currently expected to be submitted in early February.
🏡 Development Name Suggested
The Council has put forward Arcadian Park as its preferred name for the new development, reflecting the historic link to the Agricultural Research Council (ARC). This is only a suggestion – the final decision rests with the developer and planning authority, so there is no guarantee it will be used.
đź’· Budget Update for 2026/27
The Council has reviewed its draft budget for 2026/27. The proposed precept for 2026/27 is ÂŁ89,444. While this represents a 5.97% increase in the total precept, the rise in the Band D charge is higher because the tax base has reduced, meaning the precept is shared across fewer households.
Key pressures influencing the budget include higher electricity costs, increased professional fees linked to the Institute site, ongoing streetlight replacement, and early work on the new burial ground. Despite these pressures, the Council is proposing only limited use of reserves, maintaining a cautious and sustainable approach.
For context, the most recent national data shows that parish and town council precepts rose by 9.68% in 2025/26. Although there are no national forecasts yet for 2026/27, councils across the country continue to face similar inflationary and project‑related pressures. Our proposed 5.97% increase therefore sits below the latest national trend.
🌱 Allotment Rent Update
The Council has reviewed allotment rents as part of the 2026/27 budget. Rent for the coming year will be £30 per plot. From 2027/28, the rent for a full‑size plot will increase to £35, with 12 months’ notice given in line with tenancy agreements. This adjustment helps the Council manage the rising costs of maintaining the allotment sites.
If any allotment tenant is struggling to meet these costs, they are encouraged to contact the Parish Council or their allotment manager for support.
It is important to note that the water charges and other direct costs shown in the accounts do not reflect the full cost of running the allotments. Additional expenses include a proportion of the grounds maintenance contract, the annual cost of the allotment management software, and officer time for administration and inspections. When these wider costs are taken into account, the allotments operate at a deficit.
đź“° Compilations Advertising Update
The cost of advertising in Compilations will increase to £38 for a full‑page advert per issue. Based on the current number of advertisers, this change should allow the newsletter to begin generating a very small surplus, rather than operating at a cost to the Council.
đź“… Council Meetings
Residents are always welcome to attend Parish Council meetings. Meeting stake place at 7pm in the Wilkins Centre, with the next meeting dates on Monday 2nd February and Monday 2nd March.
📣 Annual Parish Meeting
The Annual Parish Meeting will take place on Monday 16th March at 7pm in the Wilkins Centre. This is a meeting for the parish, not a meeting of the Parish Council, and is an opportunity for residents to hear updates, raise matters of local interest, and engage with community issues.
