👋 Welcome to Our New Councillor
We are pleased to share that Stephen Tweed has been co‑opted onto the Parish Council. We still have one remaining vacancy and would very much welcome interest from residents who would like to get involved in shaping local decisions.

🏡 Planning Update
Raceform House, High Street
The Council recently reviewed a planning application proposing the conversion of Raceform House (aka Axis House) from office space to five residential flats. After discussion, the Council agreed to submit an objection. Key concerns included the ongoing capacity issues in the foul water network, the loss of employment space, limited parking on site, broadband capacity at the local exchange, and whether one of the proposed flats meets minimum space standards. The Council also highlighted the need for a Construction Method Statement to manage working hours and avoid HGV movements during school start and finish times.
Institute for Animal Health (IAH) Site – Reserved Matters Application
The Council also recently considered the Reserved Matters application for the redevelopment of the former Institute for Animal Health site, covering appearance, layout, scale, and landscaping for 160 new homes.
Councillors were clear that the Council is not opposed to the redevelopment of this site. The principle of development has already been established, and bringing the land back into use is welcomed. However, the Council remains focused on ensuring that any development is appropriate for the village, particularly given the long‑standing issues with the foul water network. These concerns formed a significant part of the discussion.
The Council resolved to object to the application based on its Standing Statement on the Foul Water Network Capacity (February 2026) and the advice of its planning consultant. The objection will request reinstatement of the original condition, preventing occupation of new homes until the foul water network has been upgraded. The Council will also submit its drainage‑specific letter and Standing Statement, and both its planning consultant and planning legal consultant will represent the Council at the planning committee meeting.

🏘️ Social Housing Concerns
The Council agreed to prepare a letter to the Housing Ombudsman regarding the sale of social housing in the parish. The letter will be shared with our MP and our District Councillor when it is sent.
🚸 20mph Speed Limit Proposal
The Council met with the consultant leading West Berkshire Council’s speed‑limit review to discuss the draft proposals for Compton. Councillors had put forward several amendments to the initial scheme, and the consultant was supportive of these suggestions. She will now incorporate the revisions into her updated proposals before discussing them further with West Berkshire Council. We now await an update from the consultant.
🌐 Website Updates & Councillor Training
The Council has been working throughout the year to strengthen its digital systems, data protection practices, and online transparency. As part of this, we have updated our website to make it easier for residents to find information about our services, policies, meeting papers, and consultation responses.
This work also supports the Council’s compliance with Assertion 10 in the Annual Governance and Accountability Return (AGAR). Assertion 10 requires councils to demonstrate that they handle personal data securely, use appropriate council email addresses and domains, and maintain an accessible, up‑to‑date website that meets national accessibility standards.
The Council confirmed that it meets these requirements for 2025/26, and all councillors and staff have completed the necessary data protection and digital compliance training.
📝 Recent Consultation Responses
The Council has recently responded to several consultations. In brief:
West Berkshire Council Local Plan – Call for Sites: We responded that Compton is already accommodating significant development and does not identify any further suitable sites for allocation at this time.
Government Consultation on Local Government Reorganisation in Oxfordshire: We supported the proposal to create a new Ridgeway Council.
Government Consultation on Reforms to the National Planning Policy Framework: Our response supported broader definitions for rural affordable housing, stronger requirements for mixed‑tenure developments, and clearer expectations for delivering social housing. We also raised concerns about the level of protection proposed for landscapes, high‑quality farmland, and established trees and hedgerows.
West Berkshire Council’s Draft Planning Enforcement Plan: We highlighted concerns about the new risk‑based categories, particularly the potential for “low‑risk” cases to still have a significant local impact. We also requested clearer definitions for assessing harm and suggested a 12‑month review of the new system.

📅 Council Meetings
Residents are always welcome to attend Parish Council meetings. Meetings take place at 7pm in the Wilkins Centre, with the next meeting dates on Monday 13th April and Monday 11th May.
